BOARD MEETING MINUTES
January 20, 2009

 

The Board of Trustees of the North Canton Public Library held an Organizational meeting on Wednesday, January 20, 2010 at the library.  Mr. Shoup, President Pro Tempore called the meeting to order at 8:05 a.m. with following members present:   Mr. Luikart, Mr. Shoup, Mrs. Ziarko and Mrs. Zollinger. Absent:  Mr. Fonte, Mrs. Rankin, and Mr. Smetana.  Staff:  Sandra Lang, Kelly Kroll, JoAnn Simon, Dolores Albrecht, and 3 guests.

 

Mrs. Zollinger moved and Mr. Shoup seconded, to close and accept the nominations for the Election of Officers for 2010 as follows:  President – Bob Fonte, Vice-President – Ron Luikart, Secretary – Florence Rankin.  Ayes: Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.  The Oath of Office was administered to Mr. Luikart by Notary Public, Kelly Kroll

 

Mr. Shoup moved and Mr. Luikart seconded, to adjourn the meeting to Executive Session at 8:15 a.m. for the purpose of discussing the appointment and salaries of the Fiscal Officer and Deputy Fiscal Officer.

Regular session reconvened at 8:20 a.m.

 

Mrs. Ziarko moved and Mrs. Zollinger seconded, to appoint Kelly A. Kroll, Fiscal Officer, effective, January 1, 2010 at an annual (current) salary of $53,476.80. Ayes: Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

 

Mrs. Zollinger moved and Mrs. Ziarko seconded, to appoint JoAnn Simon, Deputy Fiscal Officer, effective, January 1, 2010 at an hourly (current) salary of $15.35 /hour. Ayes:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

 

Mrs. Kroll and Mrs. Simon (also a notary public) will administer the Oath of Office to each other after the meeting.

 

Mr. Shoup moved and Mr. Luikart seconded, for the Board to pay the annual dues of $95.00 to Ohio Library Council for Mrs. Kroll. Ayes:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

Mr. Luikart moved and Mrs. Zollinger seconded, to set a bond in the amount of $100,000 with an annual premium of $263.00 for the Fiscal Officer and $25,000 with annual premium of $100.00 for the Deputy Fiscal Officer.  Ayes:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

 

The 2010 Board of Trustees Regular Meetings are set for the 3rd Wednesday of each month at 8:00 a.m. at the library with no meeting scheduled for February.

 

New President, Bob Fonte, will organize the 2010 Board Committees.

 

Mr. Shoup moved and Mrs. Ziarko seconded, to adjourn the organizational meeting at 8:23 a.m.  Ayes:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, January 20, 2010 at the Library.  Mr. Shoup, President Pro Tempore, chaired the meeting for Mr. Luikart, and called the regular meeting to order at 8:25 a.m. with the following members present:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.  Absent:  Mr. Fonte, Mrs. Rankin, and Mr. Smetana.  Staff:  Sandra Lang, Kelly Kroll, JoAnn Simon, Dolores Albrecht, and 3 guests.

 

Mrs. Ziarko moved and Mr. Luikart seconded to approve the minutes of the December 16, 2009 meeting. Ayes:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

 

Report of the Fiscal Officer:

Mrs. Kroll reviewed the financial report for December, 2009. The cash balance in all funds for December was about $407,276.00, and encumbrances were about $177,479.00.  The ending balance in all funds was about $229,797.00.  Mrs. Kroll noted that the unencumbered balance in the Permanent Improvement Fund at the end of December was about $29,029.53.  Month to date revenues in all funds were about $94,257.00 and year to date was about $1,635,324.00.  Month to date expenses for all funds were about $167,299.00.  We have spent approximately $2,436,333.00 year to date.  Also, Mrs. Kroll submitted the investment report for December, 2009 (attached). The Fiscal Officer’s report for December, 2009 was accepted as presented to be filed for audit.  Mrs. Kroll reviewed the 2010 Public Library Fund report (attached). Mrs. Kroll noted that for 2009, we received a total of $1,245,988.00 in PLF funds, about $2,021 more that estimated.  Mrs. Kroll also reviewed the revised estimated PLF for 2010 as received by the County Auditor.  NCPL’S share is estimated to be $1,184,346.00. This amount increased slightly due to the Ohio Legislature’s decision to forego the state income tax reduction in 2010.

 

However, the 2010 anticipated PLF is still estimated to be about $61,642.00 less than 2009, or about 5% lower.  Mrs. Kroll noted that the PLF to date in 2010 is about 14% lower than 2009, so she is very skeptical that it will only be 5% lower than 2009 by the end of the year.

Mrs. Ziarko moved and Mrs. Zollinger seconded to accept the gifts with appreciation.   Ayes:   Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

Report of the Director:  
(Statistics – December, 2009 – attached).  Director report for December, 2009 is attached.  Mrs. Lang thanked Mrs. Ziarko for her wonderful service on the Board. Also, she thanked Mr. Shoup for his years as President with his expertise in public service.  Their hard work is very much appreciated by everyone.

Committee Reports: 

Building – Mrs. Lang is collecting quotes for the keyless entry for the staff door.  Also, she will call Mr. Ken Dansizen to discuss various issues from our renovation.

Art – The Gallery is celebrating its 80th Anniversary of the Little Art Gallery (see brochure attached).

The Gallery is featuring “Art from the Classroom” from January through April 11, 2010.

  • Elementary Exhibit           March 21- April 11

By-Law/Policy Ad Hoc – None

Personnel – Recalled:  Susan Steele, Variable Hour Part-Time Clerk, Patron Services, $8.75 per hour, effective 1/14/2010 (from layoff)

Mr. Luikart moved and Mrs. Ziarko seconded, to memorialize this personnel change into the permanent Board Minutes.  Ayes:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

Future Planning – None

Nominating – The Board must seek a new Board member to replace Andrea Ziarko, who is moving to Tennessee.  Mr. Shoup and Mrs. Lang thanked Andrea for her dedicated service to the Board.

Negotiating – None

Records Retention – None

Communications:  A letter of confirmation from North Canton City Schools was presented for re-appointment of Florence Rankin to the North Canton Public Library Board of Trustees for a seven-year term effective January 1, 2010 through December 16, 2016 (attached).

Old Business:  Mrs. Lang is still awaiting an opinion from the Stark County Prosecutor on the matter of serving alcohol at Gallery functions as well as other issues. The Board will draft a policy upon hearing from them.

New Business:  Mr. Shoup moved and Mrs. Zollinger seconded, to authorize the Director to close the library on Easter Sunday, April 4, 2010.  Ayes:  Mr. Luikart, Mr. Shoup, Mrs. Ziarko, and Mrs. Zollinger.

Mr. Luikart moved and Mrs. Ziarko seconded, to approve additional appropriations for the Memorial & Gift Fund:

Mrs. Lang expressed her appreciation for the Friends of the Library for their generosity in donating to the library in so many ways.

Staff Presentation: None

Public Presentation:  Mike Johnson, President of the Friends of the Library, reported they currently have 134 members.  They offer great incentives such as early shopping at the book sales, and they have a fun group with good fellowship.
