The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, June 18, 2008 at the library.  Mr. Shoup called the meeting to order at 8:14 a.m. with the following members present:  Mr. Fonte, Mr. Luikart, Mr. Shoup, Mr. Smetana, Mrs. Ziarko, and Mrs. Zollinger.  Absent:  Mrs. Rankin.  Staff:  Karen Sonderman, Kelly Kroll, JoAnn Simon and Sue Krantz.

Mr. Fonte moved and Mr. Luikart seconded to approve the minutes of the May 21, 2008 meeting. Ayes:  Mr. Fonte, Mr. Luikart, Mr. Shoup, Mr. Smetana, Mrs. Ziarko, and Mrs. Zollinger.

Report of the Clerk-Treasurer:
Mrs. Kroll reviewed the financial report for May, 2008.  The cash balance in all funds for May was about $941,700.00, and encumbrances were about $223,000.00.  The ending balance in all funds was about $718,700.00.  Month to date revenues in all funds was about $210,600.00 and year to date was about $888,200.00.  Month to date expenses for all funds were about $138,360.00.  We have spent approximately $815,300.00 year to date.  Also, Mrs. Kroll submitted the investment report for May – 2008 (attached). The Clerk-Treasurer’s report for May - 2008 was accepted as presented to be filed for audit.

Kelly reviewed the LLGSF report, noting that we are watching the LLGSF revenues closely this year under the new funding formula.  So far, the library has received about $43,000.00 less than the original estimate, and we have received about $14,800.00 less this year to date than last year.  Mrs. Kroll also noted the name will change to the Public Library Funds (PLF) effective June 20, 2008.

Friends of the Little Art Gallery donated $780.00 for share of Annual May Show entries – 5/7/2008

Christine Havice, May Show Judge, donated $100.00 for the Gallery – 5/6/2008

Stacey Krammes donated $30.00 in memory of Opal Reichard – 5/14/2008

Madelon M. Boettler donated $350.00 – 5/19/2008

Sue Green donated $50.00 in memory of J. C. Stein – 5/19/2008

Sally Ailstock, Laurel Edwards, Dottie McGrew and Patty DiSimone   donated $80.00 in memory of Frank Freed – 5/22/2008

Permanent Improvement Fund – N/A

Capital Art Fund – N/A

Mrs. Ziarko moved and Mr. Smetana seconded to accept the gifts with appreciation.  Ayes:  Mr. Fonte, Mr. Luikart, Mrs. Rankin, Mr. Shoup, Mr. Smetana, and Mrs. Zollinger.

Report of the Director:
(see Director’s Report – May  2008 – attached).

Committee Reports:
Building – Mrs. Sonderman reported that she has received verbal commitment of funds from the North Canton Library Association.  The Board felt that we must receive a written commitment of the requested funds to proceed with the renovation project.

Art –   Mrs. Sonderman reported “Union Square Saturday” has been purchased as a new piece for our permanent collection.  It is being currently displayed on the wooden wall facing the circulation desk.  Also, the gallery is closed in June due to rearranging and inventory of the permanent collection.  Our next show will feature “Collage: The Play of Imagination,” by Gail Wetherall-Sack, opening on July 12 through August 7, 2008. The Summer Art Classes begin on July 7, 2008.

Budget & Finance – Mrs. Kroll requested approval for the 2009 Proposed Tax Budget (attached).  Mrs. Zollinger moved and Mr. Fonte seconded to approve the 2009 Tax Budget for submission to the North Canton City School Board of Education for approval.  It will then be submitted to the Stark County Budget Commission by the August 20th deadline.  Ayes: Mr. Fonte, Mr. Luikart, Mr. Shoup, Mr. Smetana, Mrs. Ziarko and Mrs. Zollinger.

Mrs. Kroll explained the History and Projections spreadsheet (attached).  She noted that with these projections, the library’s financials may be in a deficit by the end of 2010.  She recommended that the Board continue to monitor the PLF revenues as well as the current tax levy revenues.

Mrs. Kroll reported we have not received the 2006/2007 final Audit yet.  She hopes that the auditors will present it at the July Board meeting.

Records Retention – Mr. Fonte moved and Mrs. Ziarko seconded to approve the Records Commission’s recommendation to submit the RC-3 records disposal form to the Ohio Historical Society for approval.  Ayes:  Mr. Fonte, Mr. Luikart, Mr. Shoup, Mr. Smetana, Mrs. Ziarko, and Mrs. Zollinger.

Communications:  None

Old Business:   Mrs. Ziarko moved and Mr. Fonte seconded to approve Public Comments at Board Meetings Policy as presented (attached). The new policy will be attached to the guest sign – in sheet.  Ayes:  Mr. Fonte, Mr. Luikart, Mr. Shoup, Mr. Smetana, Mrs. Ziarko, and Mrs. Zollinger.

The Retirement Pay for Management Employees Policy was tabled until the July Board meeting.

New Business:   Mrs. Zollinger moved and Mr. Smetana seconded to approve the position title change of “Clerk-Treasurer” to Fiscal Officer,” and Deputy Clerk-Treasurer” to “Deputy Fiscal Officer,” per passage of Senate Bill 185, effective 6/20/2008.  The titles will be changed in any North Canton Public Library documents as changes are made.  Ayes:  Mr. Fonte, Mr. Luikart, Mr. Shoup, Mr. Smetana, Mrs. Ziarko, and Mrs. Zollinger.

Staff Presentation:  Sue Krantz stated that she has recently received a patron complaint concerning the automated telephone system for renewals.  However,  the patrons love using the Internet for reserves and renewals, etc.

Next Meeting: The next regular meeting of the North Canton Public Library Board of Trustees will be held on Wednesday, July 16, 2008 at 8:00 a.m. at the library.
