NORTH CANTON PUBLIC LIBRARY
BOARD MEETING MINUTES
March 15, 2006

The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, March 15, 2006 at the library. Mr. Shoup called the meeting to order at 8:00 a.m. with the following members present: Mr. Dansizen, Mr. Lawton, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger. Others: Karen Sonderman, Farilyn Buchman. Guests: Sandy Lang, Judy Rosenik.

Mr. Lawton moved, Mr. Dansizen seconding, to accept the minutes of the January 18, 2006 meeting as presented. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

The Clerk-Treasurer’s report for January and February 2006 were accepted and filed for audit.

Mr. Dansizen moved, Mr. Lawton seconding, to make the following modifications to the General Fund. $670.00 to account 1650 Workers Compensation from 8000 Contingency, and $500.00 to account 3800 Materials Cataloging Services from account 8000 Contingency. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

Mr. Lawton moved, Mr. Smetana seconding, that the 2006 local levy rate of .50 mills and the estimated amount of $200,051.00, as certified by the Stark County Budget Commission and the Stark County Auditor be accepted for collection. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

Mr. Dansizen moved, Mr. Smetana seconding, to accept the following gifts for the Memorial & Gift Fund;

Ellen Wilson gave $30.00 in memory of Lloyd Jones
Robert Winther gave $25.00 in memory of Jane Crawmer
The Tschantz Agency gave $100.00 in memory of Elizabeth “Betty” Morris
The North Canton Retired Elementary & Middle School Teachers gave $10.02 in memory of Gladys Souers

Mr. Lawton moved, Mr. Smetana seconding, to accept the gift of $195.00 for the Capital Art Fund, from Judy Weber-Governar. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

The Director presented the statistical and usage reports for January and February 2006. Materials borrowing continues to increase, with 7% growth in January and 3% in February, over the same period in 2005. During our recent fire inspection, we received no citations, and only a few suggestions for minor updates to the emergency lighting system. Work on the telephone automated account system, which will link to the Polaris automated circulation system, is nearly complete. This system will allow patrons to use a separate telephone number to access their patron records, renew materials, check on reserves and access other information pertaining to their account. We hope to launch this system for public access on April 3, 2006.

Mr. Lawton moved, Mr. Dansizen seconding, to authorize spending of $2,000.00 to Wendal August Forge for custom designed staff service and retirement awards, with funding from the Memorial and Gift Fund. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

Mr. Dansizen, Building Committee Chair, reported that two new exit/emergency lights will be added to the Children’s Department, in response to the Fire Marshal’s recommendations.

A proposal to revise the art class student fees and instructor contract schedule was discussed. A concise table of the changes was requested. The proposal was tabled until the April 19, 2006 meeting.

The Little Art Gallery is currently showing North Canton City Schools, “Art from the Classroom.” This show will end on April 23, 2006.

The members were informed that Carol Schiltz has expressed her desire to be replaced on the board. She wishes to tender her resignation as soon as a qualified replacement can be found.

A letter from Carol Ann Zona was shared. Mrs. Zona asked that a refund be given to her daughter Christie Zona, for an item that she lost and paid for. The item was later found, but the Zona’s failed to retain their receipt, which is required for a refund.

Mr. Lawton moved, Mr. Dansizen seconding, to refund $12.80, based on the payment amount, minus fines that were due and the standard service fee. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

Mr. Dansizen moved, Mr. Lawton seconding, to reschedule the May meeting from the 17th to the 10th. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

Mr. Lawton moved, Mr. Dansizen seconding, to adjourn the meeting to executive session to discuss a personnel issue at 9:15 a.m.

Mr. Smetana moved, Mr. Lawton seconding, to submit the name of Andrea Ziarko to the Board of Education, for appointment on the Board of Library Trustees to fill the vacant position, which will continue through December 31, 2012. Ayes: Mr. Dansizen, Mr. Lawton, Mr. Shoup, Mr. Smetana. Absent: Mrs. Schiltz, Mrs. Zollinger.

The next regular meeting of the North Canton Public Library Board of Trustees will be held on Wednesday, April 19, 2006.
