BOARD MEETING MINUTES
June 15, 2005

The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, June 15, 2005 at the library. Mr. Shoup called the meeting to order at 8:00 a.m. with the following members present: Mr. Dansizen, Mrs. Hoover, Mr. Lawton, Mrs. Schiltz, Mr. Smetana, Mrs. Zollinger. Others: Karen Sonderman, Farilyn Buchman. Guests: Phil Stahler, Cindy Alpeter, Linda Hackworth.

Mr. Dansizen moved, Mrs. Hoover seconding, to accept the minutes of May 11, 2005 as presented. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.

The Clerk-Treasurer’s report for May 2005 was accepted and filed for audit.

Mrs. Zollinger moved, Mr. Dansizen seconding, for the Clerk-Treasurer to transfer $23,461.00 that was received from the insurance claim on the boiler malfunction, from the General Fund to the Permanent Improvement Fund. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.

Mr. Lawton moved, Mrs. Schiltz seconding, to accept the following gifts for the Memorial and Gift Fund;

The Friends of the North Canton Library gave $50.00 for the purchase of a book in memory of Elsie Berger

Mr. And Mrs. Larry Hoover gave $50.00 for the purchase of a book in memory of Florence Stahler

The Director presented the statistical report for May 2005. Borrowing continues to increase with May showing a 10% increase over last year. Service statistics also continue to grow. We may no longer be able to provide monthly reporting on Website hits, due to funding problems for MOLO our regional library consortium. Following another round of State funding cuts, MOLO member libraries are no longer able to absorb additional costs with their dues. MOLO will retain its State Charter for the time being, but the staff is being layed off, and the offices are being closed. Volunteer workers from the member libraries will continue to provide some minimal services. We recently signed a contract to participate in the new State E-Book project. We have committed to the purchase of necessary computer software to operate the project through our web site, and a minimum level of materials purchasing for the project year. This program will allow our patrons to download E-books and audio-books through our web site, and will be counted as items circulated by our library.

Mr. Dansizen, Building Committee Chair, reported on the meeting which was held last month with a representative of the Tri-County Independent Living group. Several items that may cause difficulty for handicap persons were discussed, and some changes to the parking lot, as well as signage in the parking lot, and inside the building are being made. Also being corrected is the replacement of a regular toilet with the handicap toilet that was to have been installed during the recent renovation.

Mrs. Hoover, Art Committee Chair, reported that now through July 16th the show, Peripheral Visions which features image photography and stereo (3-D) photography paired with digital images by James Rudick will be on view in the gallery, while equine and abstract bronze sculptures by Candy Philips are featured in the display cases.
Phil Stahler, representing the Friends of the Library, reported that the summer book sale is being scheduled in August during the Main Street Festival.

Linda Hackworth, Head of the Circulation Department, reported that there has been an excellent response from the recent submission of older accounts to the collection agency. With the increases in materials borrowing every month, her department has been kept very busy.

Mrs. Zollinger moved, Mr. Dansizen seconding, to adjourn to executive session at 8:26 a.m. to discuss contract negations and personnel issues.

Mrs. Schiltz moved, Mr. Lawton seconding, to ratify the Labor Agreement between the North Canton Public Library and OAPSE/Local 15, effective retroactive to January 1, 2005 through December 31, 2007, as it has been presented. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.

Mr. Zollinger moved, Mrs. Hoover seconding, to set the following management pay rates, retroactive to January 2, 2005;

Mrs. Zollinger moved, Mr. Lawton seconding, to set Susan Vancavage’s pay rate at $19.24, and return her to the position of Head of Collection Development, effective June 19, 2005. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.
