BOARD MEETING MINUTES
December 21, 2005

The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, December 21, 2005 at the library. Mr. Shoup called the meeting to order at 8:00 a.m. with the following members present: Mr. Dansizen, Mrs. Hoover, Mr. Lawton, Mrs. Schiltz, Mrs. Zollinger. Absent: Mr. Smetana. Others: Karen Sonderman, Farilyn Buchman. Guests: Phil Stahler, Jamie Macris.

Mr. Dansizen moved, Mr. Lawton seconding, to accept the minutes of the November 2005 meeting as presented. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Zollinger. Absent: Smetana.

The Clerk-Treasurer’s report for November 2005 was accepted and filed for audit.

Mrs. Zollinger moved, Mr. Dansizen seconding, to approve the following budget modifications.

The Director presented the statistical reports for November 2005. The one million circulated item level was reached on November 30 of this year. The American Library Association has paired us with the Harrison County Mississippi Library District in the Adopt-a-Library program. This district includes the cities of Biloxi and Gulfport, who were so badly hit during hurricane Katrina. We will be holding some materials from our year-end weeding project for possible transport to this area. Copies of the department annual reports were distributed for review. It was reported that the State Legislature has set up a funding task force. This group will be evaluating possible restructuring of local government funding, which includes library funding.

Mrs. Hoover, Art Committee Chair, reported that opening in the Little Art Gallery on January 15 and continuing through February 12 the show Traveling Needles will be on exhibit. This display of quilts and fiber pieces is by a group of fiber artists from Ohio and surrounding states.

Mrs. Zollinger, Budget Committee Chair, reviewed the 2006 Estimated Income and Annual Appropriation proposal.

Mr. Lawton moved, Mr. Dansizen seconding, to approve the 2006 Annual Appropriation Resolution as presented. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Zollinger. Absent: Smetana.

Mrs. Hoover, Nominating Committee Chair, moved, Mr. Dansizen seconding, to accept the following slate of officers for the 2006 fiscal year.

The Director presented an updated proposal from Unique collection agency for collecting from accounts that owe between $10.00 and $24.99. The cost for this service is $2.95 per account, and several libraries report that this service has been very effective. It was decided that we will not contract for this service at the present time, but will reevaluate the library’s need in another year.

Mr. Smetana arrived for the meeting.

Mrs. Nancy Hoover expressed her desire that she not be reappointed to the Board when her term expires on December 31 of this year. After 27 years of faithful service the Board members expressed their thanks to Mrs. Hoover and presented her with a gift in token of their appreciation.

Mr. Lawton moved, Mr. Smetana seconding, to set the 2006 meeting schedule for the third Wednesday of each month except February, at 8:00 a.m. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.

Advertisements requesting applications for a new Board Member will be posted in the library and on our web site. Current members were encouraged to solicit applications from friends and acquaintances.

Jamie Macris noted that the Children’s Department is very crowded do to all the pre holiday materials returns.

Phil Stahler reported that the Friends had a very nice Christmas party.

Mrs. Zollinger moved, Mr. Lawton seconding, to adjourn to executive session at 8:50 a.m. to discuss some personnel issues.

Regular session was reconvened at 9:01 a.m.

Mrs. Hoover moved, Mrs. Zollinger seconding, to appoint Farilyn Buchman as Clerk-Treasurer effective January 1, 2006 through December 31, 2006 at an annual salary of $48, 505.60. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.

Mr. Lawton moved, Mr. Dansizen seconding, to appoint JoAnn Simon as 20 hour Deputy Clerk-Treasurer effective January 1, 2006 through December 31, 2006 at an annual salary of $14,466.40. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.
