BOARD MEETING MINUTES
December 15, 2004
The Board of Trustees of the North Canton Public Library
held a regular meeting on Wednesday, December 15, 2004 at the library. Mr.
Shoup called the meeting to order at 8:00 a.m. with the following members
present: Mr. Dansizen, Mrs. Hoover, Mr. Lawton, Mrs. Schiltz, Mr. Smetana,
Mrs. Zollinger. Others: Karen Sonderman, Farilyn Buchman. Guests: Phil Stahler,
Linda Hackworth, James Wilkins.
Mr. Lawton moved, Mrs. Schiltz seconding, to approve the
minutes of the November 17, 2004 meeting as presented. Ayes: Dansizen, Hoover,
Lawton, Schiltz, Shoup, Smetana, Zollinger.
The Clerk-Treasurer’s report for November 2004 was
accepted and filed for audit.
Mr. Dansizen moved, Mr. Lawton seconding, to make the
following General Fund appropriation modifications;

Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana,

Mrs. Zollinger moved, Mrs. Hoover seconding, to accept
the following gifts for the Memorial and Gift Fund;
The Ladies Literary Club of North Canton gave $25.00
for the purchase of a book in memory of Alma Stahl
The Staff of the North Canton Public Library gave
$25.00 for the purchase of a book in memory of Eugene Hackworth
The Friends of the Library gave $6,800.00 for various
supplies, contracts, materials and equipment

The Director presented the statistical report for
November 2004. With a monthly increase of 5% our Year-To-Date total continues
to hold at 6% over 2003. We are slowly nearing the 1,000,000 annual
circulations mark, which will be reached some time in December. The annual
reports for each department were shared with the Board. The request for a
grant from the Hoover Foundation for the Sun digitization project has been
rejected. It was suggested that the Library Association be approached for a
matching grant of $55,000.00 for this project. We may also look into LSTA
Federal grants through the Ohio Historical Newspaper Association.
Mr. Dansizen, Building Committee Chair, reported that
ITS Construction has done some preliminary work on the roof and drain problems
that are causing leaks into the main library. Part of the railing in the
storage shed has been removed to permit the installation of a lift, to allow
easier access when unloading the book drops.
Mrs. Hoover, Art Committee Chair, reported that the
Sunday, December 12th opening of the Rudy Amatangelo tribute show was very
well attended, and quite a few paintings and prints have been sold. FLAG is
holding a silent auction of one of Rudy’s original paintings as a fundraiser
for the group. Opening on January 15 and continuing through February 20, 2005
the show Artist 3 will show the works of three talented area artists.
Whimsical watercolors by Lynn Weinstein of Massillon and Claudia Stimer
Mullane of Canton will be complimented with artistic accessories by Sassyfrass
of North Canton.
Mrs. Zollinger, Budget and Finance Committee Chair,
reported that the committee met to review the 2005 Appropriation Resolution.
She noted that the appropriation is being prepared based on the most current
estimate of income available. Should the State Legislature make changes to the
LLGSF legislation when they prepare their July 1, 2005 through June 31, 2007
Biennial Budget, we may need to modify our figures.
Mr. Dansizen moved, Mr. Smetana seconding, to approve
the 2005 Annual Appropriation Resolution as presented. Ayes: Dansizen, Hoover,
Lawton, Schiltz, Shoup, Smetana, Zollinger.
Mr. Shoup, Personnel Committee Chair, reported that the
committee met to discuss management staff salaries for 2005. It was decided to
delay any action on this while negotiations with the labor union are still
proceeding. It was reported that updated evaluation forms for the Director and
Clerk-Treasurer are being created.
Mrs. Hoover moved, Mr. Lawton seconding, to appoint
Farilyn Buchman as Clerk-Treasurer from January 1, 2005 through December 31,
2005 at the annual salary of $44,844.80, with a bond of $50,000.00. Ayes:
Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.
Mrs. Hoover moved, Mrs. Schiltz seconding, to appoint
JoAnn Simon as Deputy-Clerk at an annual salary of $14,040.00. Ayes: Dansizen,
Hoover, Lawton, Schiltz, Shoup, Smetana, Zollinger.
Mrs. Hoover, Nominating Committee Chair, reported that
all the current officers have agreed to continue in their position for another
year.
Mrs. Schiltz moved, Mr. Dansizen seconding, to accept
the nominations and elect the following officers for 2005;

Mrs. Hoover moved, Mr. Lawton seconding, to submit the
name of Roberta Zollinger to the North Canton City Schools Board of Education,
to reappointment for a seven-year term effective, January 1, 2005 though
December 31, 2011. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana,
Zollinger.
Mr. Lawton moved, Mrs. Zollinger seconding, to set the
2005 meeting schedule for the third Wednesday of each month except February,
at 8:00 a.m. Ayes: Dansizen, Hoover, Lawton, Schiltz, Shoup, Smetana,
Zollinger.
Linda Hackworth, Head of the Circulation Department
reported that things are going well with the Polaris system and the RFID
security system. They are excited to be nearing the 1,000,000 items circulated
mark.
Phil Stahler, Friends of the Library representative,
reported that the winter book sale is scheduled for January 12th through the
17th.
Mrs. Schiltz moved, Mrs. Zollinger seconding, to adjourn
to executive session at 8:37 a.m. to discuss labor negotiations. Mr. Wilkins,
attorney for the library, was invited to stay.
