BOARD MEETING MINUTES
April 21, 2004



The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, April 21, 2004 at the library. Mr. Shoup called the meeting to order at 8:00 a.m. with the following members present: Mr. Dansizen, Mr. Lawton, Mrs. Schiltz, Mr. Smetana. Absent: Mrs. Hoover, Mrs. Zollinger. Others: Karen Sonderman, Farilyn Buchman. Guests: Phil Stahler, Diane Applegate, Debby Hensel.

Mr. Lawton moved, Mrs. Schiltz seconding, to accept the minutes of the March 17, 2004 meeting as presented. Ayes: Dansizen, Lawton, Schiltz, Shoup, Smetana. Absent: Hoover, Zollinger.

The Clerk-Treasurer’s report for March 2004 was accepted and filed for audit.

Mrs. Schiltz moved, Mr. Dansizen seconding, to make the following General Fund account modifications:

Mr. Dansizen moved, Mr. Lawton seconding, to accept the following gifts for the Memorial and Gift Fund:

Mr. And Mrs. Stephen Wilkins gave $25.00 for the purchase of a book in memory of Ruth “Becky” Tillitski

Izilla Zumkehr gave $50.00 for the purchase of materials in memory of Mary Lou Gibbons

The Director presented the statistical report for March 2004. Circulation continues to increase with the month showing growth of 17% and a 9% year-to-date increase for the first three months of the year. A special thanks was given to the Friends of the Library for their day of people counting. Some very interesting figures were obtained which have been shared with Department Heads to help them with scheduling more efficiently for higher activity hours. Some updated calculations on missing materials were presented. It was discouraging that material thefts have continued despite having a guard on duty during heavy use periods. It was reported that the Rotary Club of North Canton has planted several dogwood trees at the library as part of their Centennial celebration. They have requested mounting a sign in celebration of this event near the trees.

Mrs. Schiltz moved, Mr. Smetana seconding, to allow the Rotary Club of North Canton to mount a sign on the library’s front lawn for 2004 in recognition of their donation of several dogwood trees to the library. Ayes: Dansizen, Lawton, Schiltz, Shoup, Smetana. Absent: Hoover, Zollinger.

Mr. Dansizen, Building Committee Chair, reported that the committee met with the Director to discuss security measures for the library. There is no question in the committee member’s minds that with the current loss of materials, action must be taken. Several automated security systems are being investigated for technological advancement and aesthetic placement of security gates.

Mr. Dansizen moved, Mr. Lawton seconding, that the Director, in conjunction with the Building Committee, be authorized to spend up to $160,000.00 from the Permanent Improvement Fund for the purchase of an automated security system. Ayes: Dansizen, Lawton, Schiltz, Shoup, Smetana. Absent: Hoover, Zollinger.

Mrs. Schiltz moved, Mr. Lawton seconding, to increase the Permanent Improvement Fund annual appropriation in account 5550 by $160,000.00. Ayes: Dansizen, Lawton, Schiltz, Shoup, Smetana. Absent: Hoover, Zollinger.

The Director reported for the Art Committee that the 62nd Annual May Show would open on May 1 and continue through June 5, 2004. The Art From The Classrooms of the North Canton City Schools was very well attended and there were a lot of comments on the excellence of the works on display this year. It was reported that the permanent collection original art is currently being appraised so that a true fair market value can be added to our insurance policy.

Mr. Dansizen moved, Mrs. Schiltz seconding, to appoint Heather Ujhazy to the position of Head of Reference effective April 11, 2004, for 40 hours per week at a starting hourly rate of $16.97. Ayes: Dansizen, Lawton, Schiltz, Shoup, Smetana. Absent: Hoover, Zollinger.

Policies on Deadly Weapons and Library Cards were presented for discussion.

Mr. Dansizen moved, Mr. Lawton seconding, that the Policy on Deadly Weapons and the Policy on Library Cards be approved as presented. Ayes: Dansizen, Lawton, Schiltz, Shoup, Smetana. Absent: Hoover, Zollinger.

Mr. Dansizen moved, Mr. Smetana seconding, approval for the sale of surplus property to the staff or public. Ayes: Dansizen, Lawton, Schiltz, Shoup, Smetana. Absent: Hoover, Zollinger.

Phil Stahler, Friend of the Library representative reported that the annual Friends Dinner was very well attended.

Diane Applegate stated that the Reference staff is looking forward to some positive changes with the new department head.

The next regular meeting of the North Canton Public Library Board of Trustees will be held on Wednesday, May 19, 2004 at 8:00 a.m.
