BOARD  MEETING  MINUTES

September 17, 2003

 

The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, September 17, 2003 at the library.  Mr. Shoup called the meeting to order at 8:00 a.m. with the following members present:  Mr. Dansizen, Mr. Lawton, Mr. Powell, Mrs. Schiltz, Mrs. Zollinger.  Absent: Mrs. Hoover.  Others: Karen Sonderman, Farilyn Buchman.  Guests:  Phil Stahler, Diane Applegate, Sally Thomas, Susan Vancavage, Linda Bayman.

 

Mr. Powell moved, Mr. Lawton seconding, to accept the minutes of the July 20, 2003 meeting as presented.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

The Clerk-Treasurer’s reports for July and August 2003 were accepted and filed for audit.

Mr. Powell moved, Mrs. Zollinger seconding, to request an Amended Certificate from the County Auditor to allow an increase to the Memorial and Gift Fund of $7,000.00.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

Mr. Powell moved, Mrs. Zollinger seconding, to increase the Memorial and Gift Fund appropriation to the following accounts: $3,000.00 to 4110 Library Materials, $1,400.00 to 4900 Misc Library Materials and $2,600.00 to 5500 Equipment and Furniture.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

Mr. Lawton moved, Mr. Dansizen seconding, to accept the following Memorial and Gift Fund gifts:

 

Mary Katherine Faircloth gave $50.00 for the purchase of books in memory of Bert Ebert

 

The Bee Family gave $30.00 for the purchase items in memory of Andy Mast

 

Paul and Elizabeth Pyontek gave $75.00 for the purchase of materials in memory of Doris Anderson

 

Julie Bicker gave $250.00 for the purchase of items in memory of Judy Bickar

 

The Friends of the Library gave the gift of $7,000 for various library needs, including some new shelving, program supplies and materials

Mrs. Zollinger moved, Mr. Dansizen seconding, to accept the gift of $32,890.22 from the North Canton Library Association trust fund, for the Permanent Improvement Fund.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

The Director presented the statistical reports for July and August 2003.  Circulation continues to hold steady, and there has been no loss due to the closing of the Greentown Branch.  The Director and Board President attended a meeting with other Stark County library directors and board presidents, to discuss the recent Canton Repository editorial, which suggested the consolidation of the seven county libraries.  It was noted that the only reasons to consolidate were with to save money or to improve services.  Since funding to the county is from the state, and would not be changed by a consolidation, there would be no money savings.  All of the libraries in the county are providing high quality service to their users that would not be improved upon by consolidation.  The group did agree to investigate some cooperative projects.   The Director and Clerk-Treasurer met with other Stark County administrative staff to review the factors used in the funding formula.  There will be some changes made to the method of calculating the square footage factor, which will allow for prorating for buildings that are closed or expanded during any given calendar year.  The County Prosecutors office has not yet responded to enquiries about the disposal of the Greentown Branch building.  Copies of the Ohio Revised Code and an Ohio Library Council legal opinion have both been provided to that office.  The Board must declare that the building is no longer needed for public use before it can be disposed of.  Over half of the collection has been removed either to the main library, or donated to the schools.  The remainder will be withdrawn and given to the Friends for their January book sale.

 

Mr. Powell moved, Mr. Dansizen seconding, that the Greentown Branch Library, located at 3300 Myers Street is no longer necessary for public functions.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

Mrs. Schiltz moved, Mrs. Zollinger seconding, to allow the Director to arrange for the appraisal of the Greentown Branch building by an independent appraiser.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

Mrs. Schiltz moved, Mr. Powell seconding, to accept the Director’s recommendation to close the library on Friday, October 17, 2003 for a staff in-service training day.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

It was reported that the web site has been updated, and several new features have been added, including an option to receive our quarterly newsletter by e-mail.  Starting the first of 2004 our newsletter will no longer be bulk mailed to every household in the district.  Individuals that wish may request to have a paper copy mailed to them, or may pick up a copy at the library or other area locations. 

 

It was reported that the Stark County Budget Committee met to set the percentage division for the county libraries.  North Canton will receive 9.54% of the county’s collection.  This is a .13 percent increase over the current year.   Improvement to our materials spending and circulation factors continue to boost our ranking in the county.

 

The Strategic Plan was reviewed and some sentence restructuring was suggested.

 

Mr. Powell move, Mr. Dansizen seconding, to approve the Strategic Plan as outlined and amended according to today’s discussion.  Ayes:  Dansizen, Lawton, Powell, Schiltz, Shoup, Zollinger.  Absent: Hoover.

 

The Board thanked all the staff that was instrumental in the completion of the Strategic Plan, for all their time and hard work.

 

The Friends were given special thanks for all their generous donations of money and time.

 

Diane Applegate reported that the new Reference Department staff member is a great addition. 

 

Phil Stahler reported that the Friends are working on plans for the disposal of the Greentown books and have already begun to prepare for the January Book Sale.

 

The next regular meeting of the North Canton Public Library Board of Trustees will be held on Wednesday, October 15, 2003 at 8:00 a.m.
