NORTH CANTON PUBLIC LIBRARY
The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, December 17, 2003 at the library. Mr. Shoup called the meeting to order at 8:00 a.m. with the following members present: Mr. Dansizen, Mrs. Hoover, Mr. Lawton, Mr. Powell, Mrs. Schiltz, Mrs. Zollinger. Others: Karen Sonderman, Farilyn Buchman. Guests: Phil Stahler, Linda Hackworth, Linda Bayman, Nancy Myers, Nancy Schory. Mr. Powell moved, Mrs. Zollinger seconding, to accept the minutes of the November 19, 2003 meeting as presented. Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. The Clerk-Treasurer’s report for November 2003 was accepted and filed for audit. Mrs. Zollinger moved, Mr. Dansizen seconding, to transfer any General Fund cash balance in excess of $125,000.00 to the Permanent Improvement Fund. Mr. Dansizen moved, Mr. Powell seconding, to accept the following gifts for the Memorial and Gift Fund: Friends of the Library gave $50 for the purchase of books in memory of Robert Howard Friends of the Library gave $50.00 for the purchase of books in memory of Dorothy Hershberger Mr. & Mrs. Anthony Codispoti and friends gave $550.00 for the purchase of children’s materials Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. The Director presented the statistical reports for November 2003. Adult circulation continues to rise, with a 13% increase for the month and a 6% increase for juvenile circulation. Attendance at programs continues to increase, with over a hundred coming to see a Dorothy Fuldheim impersonator, and new young adult programs bringing more young borrowers in. Computer training classes continue to be popular and new internet computers are on order to increase the functionality for our patrons. A new scheduling program is being added, which will allow patrons to sign on with their library card, and it will monitor their time at the station. Mr. Dansizen, Building Committee Chair, reported that some extensive electrical work is being done to update some original fixtures and wiring. Mrs. Hoover, Art Committee Chair, reported that the Tom Franta exhibit has been very well received, and may of his works were sold. The next show, which will open on January 11 and continue through February 8, 2004, will be Tranquil Photographs. This solo display by Elizabeth Snedeker of Massillon is the first one-woman show held in the gallery. Mrs. Zollinger, Budget and Finance Committee Chair, presented the 2004 Estimated Income, and proposed Annual Appropriation. Due to the continued freeze of LLGSF distributions and the unstable economy, the income for next year will have only a slight increase. This increase is created by continued increases to our county share, produced because of our excellent service statistics. Because of contractual wage commitments, only the wage and benefits accounts show any significant increases. Reductions have been made in some contract fund areas, but most of the required reductions to cover wage increases were made in the materials accounts. Mr. Powell moved, Mr. Lawton seconding, to accept the 2004 Annual Appropriation as presented. Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. Mrs. Hoover, Nominating Committee Chair, presented the following slate of office for the 2004 business year. Thomas Shoup President Nancy Hoover Vice-President Roberts Zollinger Secretary No other nominations were received from the floor. Mr. Dansizen moved, Mrs. Schiltz seconding, to accept the nominations for 2004 officers as presented. Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. The revised Policy on Hours of Work was reviewed. Mr. Dansizen moved, Mr. Lawton seconding, to accept the policy with the deletion of the sentence “Employees who work before or after their regular schedule without prior approval will be required to take any additional time off during the current pay week.” Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. Mr. Dansizen moved, Mr. Lawton seconding, to set the 2004 meeting schedule for 8:00 a.m. on the third Wednesday of each month with no regular meeting in August. Mrs. Zollinger moved, Mrs. Schiltz seconding, to amend the motion by changing it to set the 2004 meeting schedule for 8:00 a.m. on the third Wednesday of each month with no regular meeting in February. Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. Karen Sonderman, Director wished to thank Farilyn Buchman and Nancy Schory for covering administrative needs during her absence for surgery, and to thank Carrie Hayes for all her hard work in dealing with the Polaris upgrade. Linda Bayman, Community Relations liaison, reported that beginning with the Winter newsletter, only about 4,000 copies would be mailed. The entire newsletter will now be available on the library’s web site, and interested persons may sign up for an E-mail version to be sent to their homes. This is a cost cutting measure, which will save money for both printing costs and postage fees. Paper copies of the newsletter will be available in the library and in locations throughout the community. Phil Stahler, Friends of the Library representative, reported that the winter Book Sale will be held January 15th through the 19th. Linda Hackworth stated that the update to Polaris went pretty smoothly. Mrs. Zollinger moved, Mrs. Hoover seconded, to adjourn to executive session at 9:20 a.m. for the purpose of discussing administrative raises. Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. Mrs. Schiltz moved, Mr. Lawton seconding, to appoint JoAnne Simon as 20 hour per week Deputy Clerk-Treasurer, January 1, 2004 through December 31, 2004 at an annual salary of $13,000.00. Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. Mrs. Zollinger moved, Mr. Dansizen seconding, to appoint Farilyn Buchman as Clerk-Treasurer January 1, 2004 thought December 31, 2004 at an annual salary of $44,843.14. Ayes: Dansizen, Hoover, Lawton, Powell, Schiltz, Shoup, Zollinger. The Board wished to express it’s thanks to Mr. James Powell for his years of dedicated service.
