The Board of Trustees of the North Canton Public
Library held a regular meeting on Wednesday, May 10, 2006 at the library.
Mr. Shoup called the meeting to order at 8:00 a.m. with the following
members present: Mr. Dansizen, Mr. Lawton, Mrs. Ziarko. Absent: Mrs. Schiltz,
Mr. Smetana, Mrs. Zollinger. Others: Karen Sonderman, Farilyn Buchman.
Guests: Phil Stahler, Deborah Hensel.
The Oath of Office was administered to Andrea Ziarko.
Mr. Lawton moved, Mr. Dansizen seconding, to accept
the minutes of the April 19, 2006 meeting as presented. Ayes: Dansizen,
Lawton, Shoup, Ziarko. Absent: Schiltz, Smetana, Zollinger.
The Clerk-Treasurer’s report for April 2006 was
accepted and filed for audit.
Mr. Dansizen moved, Mr. Lawton seconding, to accept
the following gifts for the Memorial and Gift Fund;
Theresa Pollock gave $25.00 for the purchase of
materials in memory of Elizabeth Morris
The North Canton Book Club gave $25.00 for the
purchase of materials in memory of Elizabeth Morris
The North Canton Book Club gave $25.00 for the
purchase of materials in memory of Jane Crawmer
The North Canton Retired Elementary and Middle
School Teachers gave $9.41 for the purchase of a book in memory of June

The Director presented the statistical and usage
reports for April 2006. With a slight increase for the month our
year-to-date increase is holding at 5%. It was reported that Linda Bayman,
Head of Community Relations, would be receiving a Volunteer Leadership Award
for Health Promotions by the Arthritis Foundation on May 23. This is in
recognition for her planning a series of programs to educate the public on
issues related to dealing with arthritis. A recommendation has been received
from the Ohio Library Council, requesting that every library board in Ohio
approve a resolution in opposition to the proposed TEL/TABOR amendment,
which is scheduled to be on the ballot in November. If passed this
constitutional amendment would have a devastating impact on all local
government funding, including public libraries.
Mr. Lawton moved, Mrs. Ziarko seconding, to adopt the
following;
RESOLUTION PROCLAIMING OPPOSITION TO THE TEL/TABOR
AMENDMENT
Whereas, there will be a proposed Amendment to the
Ohio Constitution (Section 14 of Article XII) on the statewide November
ballot in 2006; and
Whereas, this proposed Amendment to the Ohio
Constitution is commonly referred to as the Tax Expenditure Limitation
(TEL) or the Taxpayer Bill of Rights (TABOR); and
Whereas, the proposed Amendment would place
arbitrary and unreasonable limitations on library spending that would
severely limit the ability of public libraries to provide basic and
adequate library services to residents of the North Canton City School
District; and
Whereas, the proposed Amendment creates a great
deal of uncertainty and ambiguity with respect to the drafting and
wording that places many implementation details in question; and
Whereas, the proposed Amendment would lead to
unnecessary litigation, undermine the public library’s ability to
respond to its patrons, and increase local spending on elections;
Now Therefore Be It Resolved; That on the 10th day
of May, 2006, the Board of Trustees of the North Canton Public Library
does hereby pass this resolution opposing the passage of this Amendment
to the Ohio Constitution and encourages voters in our county to reject
the proposal.

The Director continued with a report on plans for this
years Summer Reading programs. The Children’s theme this year is “Paws,
Claws, Scales & Tales” for preschoolers through sixth graders. The teen
program will be titled “Creature Feature”. New borrowers cards for children
under the age of 12 have been ordered. These distinct cards will feature a
special graphic. The Sun newspaper digitization project is progressing
slowly. We have received a microfilm master of the 1940’s issues and hope to
soon have the digital versions that will make searching much easier.
Donations to help fund this project are coming in slowly.
The 64th Annual May Show is currently on display in
the gallery. This show will continue through June 10th.
Mr. Lawton presented the 2007 Asking Budget for
approval.
Mr. Dansizen moved, Mrs. Ziarko seconding, to accept
the 2007 Asking Budget and to submit it to the North Canton City Schools
Board of Education for approval. Ayes: Dansizen, Lawton, Shoup, Ziarko.

Mr. Dansizen, Strategic Planning Committee Chair,
reported that they are continuing to work on a list of proposed target
needs. The initial goal is for a one-year plan.
Debby Hensel stated that the gallery Curator was very
pleased with this years May Show selections.
Phil Stahler, Friends of the Library representative,
reported that their Annual Dinner meeting will be held this week.
Mr. Dansizen moved, Mr. Lawton seconding, to adjourn
to executive session at 8:43 a.m. to discuss a personnel issue relating to
the appointment of a management position.

Regular session was reconvened at 9:08 a.m.
Mr. Dansizen moved, Mr. Lawton seconding, to accept
the Director’s proposal to combine the positions of Adult and Teen Services
Manager and Patron Services Manager under the title of Public Services
Manager, and to appoint Sandra Lang to the position at a salary of $20.92
per hour, effective May 21, 2006. Ayes: Dansizen, Lawton, Shoup, Ziarko.
Absent: Schiltz, Smetana, Zollinger.

Library Board of Trustees will be held on June 21, 2006 at 8:00 a.m.
