The Board of Trustees of the North Canton Public Library held a regular meeting on Wednesday, November 19, 2003 at the library. Mr. Shoup called the meeting to order at 8:00 a.m. with the following members present: Mr. Dansizen, Mrs. Hoover, Mr. Powell, Mrs. Schiltz, Mrs. Zollinger. Absent: Mr. Lawton. Others: Karen Sonderman, Farilyn Buchman. Guests: Phil Stahler, Jamie Macris, Linda Bayman, Susan Vancavage. Mr. Powell moved, Mrs. Hoover seconding, to accept the minutes of the October 15, 2003 meeting as presented. Ayes: Dansizen, Hoover, Powell, Schiltz, Shoup, Zollinger. Absent: Lawton. The Clerk-Treasurer’s report for October 2003 was accepted and filed for audit. Mrs. Schiltz moved, Mr. Dansizen seconding, to accept the following gifts for the General Fund: Joan M. McKee gave $30.00 Richard A. Nickel Jr. gave $50.00 FLAG gave $34.78 Ayes: Dansizen, Hoover, Powell, Schiltz, Shoup, Zollinger. Absent: Lawton. Mr. Dansizen moved, Mr. Powell seconding, to accept the gift of $100.00 from Martha MacLachlan for the purchase of books in memory of Dorothy Hershberger. Absent: Lawton. The Director presented the statistical reports for October 2003. It was noted that the adult circulation was up by 9% for the month, which continues to maintain our 3% year-to date average increase. Service statistics continue to increase with school visits and outreach programs. It was reported that the purchaser of the Greentown Branch building is hoping to close on the sale by December 15, 2003. The final totals on the cost of advertising, legal services, and transfer fees is not yet available. We have received notice from the City of North Canton, that they will be eliminating the 3 or 4 parking places along Ream Street. The addition of a second fire hydrant and the increased school bus traffic in this area are making those spots a safety hazard. The City will be adding a painted crosswalk from the Portage Street School parking lot to the Library sidewalk, as soon as weather permits. There were several questions on recent publicity about Senate Bill 144, the Child Internet Protection Act. This proposal would require all libraries to filter all Internet terminals, or face the lose of all LLGSF State funding. It was noted that this legislation has very little chance of being passed. Mrs. Hoover, Art Committee Chair, reported that opening on December 7 and continuing through January 4, Tom Franta: A Tribute will be on display in the Little Art Gallery. Mr. Franta is one of the foremost watercolorists in the area. Mrs. Hoover, Nominating Committee Chair, reported that the committee has prepared the following slate of officers for 2004; Thomas Shoup President Nancy Hoover Vice-President Roberta Zollinger Secretary Letters from Congressman Ralph Regula, and others congratulating the library on its HAPLR rating were shared. The revised Policy Statement on Hours of Work was reviewed and returned for additional language changes. It will be presented again at the December meeting. Jamie Macris reported that the Children’s Department added several new programs for fall and winter, and they are all filling up very quickly. Phil Stahler reported that the Friends of the Library have made several purchases of equipment for the custodial staff. The January 2004 Book Sale should be a good one since the Greentown materials will make for a large selection. Mr. Powell moved, Mrs. Zollinger seconding, to adjourn to executive session at 9:05 a.m. to discuss personnel issues relating to a management appointment, a new position and a trustee appointment. Mrs. Schiltz moved, Mrs. Hoover seconding, to present the name of Mr. David Smetana, to the North Canton City Schools Board of Education, for appointment to fill the unexpired term of January 1, 2004 through December 31, 2007. Ayes: Dansizen, Hoover, Powell, Schiltz, Shoup, Zollinger. Absent: Lawton. Mr. Powell moved, Mr. Dansizen seconding, to accept the job description for the position of Deputy Clerk-Treasurer as presented. This excluded position will be filled by an annual appointment of the Board. Ayes: Dansizen, Hoover, Powell, Schiltz, Shoup, Zollinger. Absent: Lawton.
